Key Issues in Studying Charter Schools and Achievement

Various studies have been done on test scores at charter schools. The results have been mixed.

In this report from the Charter School Achievment Consinsus Panel, the question is not "How are charter school students performing against their peers in other public schools? But rather, "Are charter school students learning more or less than they would in another school?"

This is not an easy question to answer.

The researchers look at possible research methods and consider the implications for states, funders, and the press.
