New law gives charter schools more autonomy to pursue innovation

Governor Lingle signed SB603 CD1 into law on June 1, 2007, making it Act 115 of the 2007 Legislative session.
Act 115 expands the powers and duties of the Charter School Review Panel, redefines the relationship between the charter schools and the Board of Education, and clarifies the conditions of employment for the CSAO Executive Director.

Election results in new representation for charters
As a result of November's election there's been many changes in the State House and Senate. Many of the legislators representing districts that have charter schools have changed. And the membership of the key (education and money)  committees has changed.

A call for more charter from both houses of the legislature
The 2007 Regular Session of the Hawaii State Legislature opened on Wednesday, January 17th with the minority leadership of both houses calling for more charter schools.

BOE accepts appointments as recommended by charter school committeeÂ
The BOE voted at its October 5, 2006 general meeting to appoint the following people to the charter school review panel:
- Ardith Renteria, start-up charter school teacher
- Pualani Akaka, conversion charter school teacher
- Alvin Parker, start-up charter school educational officer
- Frederick Birkett, conversion charter school education officer
- Nina Buchanan, charter school local school board member
- Ku Kahakalau, Hawaiian culture-focused charter school representative
- Manulani Meyer, University of Hawaii representative

Aimed at clarifying State law regarding charter schools, the omnibus bill [SB2719 CD1] became state law on July 11, 2006.
Now known as Act 298, the charter school law is now contained in a separate section of the law, HRS 302B.
Other changes in the law include:
- clarifying the role and responsibilities of the charter school authorizer, the CSAO, and local school boards
- reafirming that civil service employees retain their status when a school converts to charter, and
- spelling out the minimum and maximum non-profit contribution to a conversion charter
The governor allowed the bill to become law without her signature. In a letter to the legislature she stated "While well intentioned, Senate Bill 2719 falls short of implementing significant changes for charter schools." She called apon the legislature to pass legislation that "further empowers, expands, and supports the charter school system."
